Dustin oversees the development and execution of strategies to advance equitable clean energy and climate action at the federal level. As Senior Director, Federal, he partners with EF staff, consultants, and funding partners to develop shared strategies for policy and political power-building. He also manages a portfolio of grants and coordinates with other EF teams investing in federal work, and serves as EF’s lead representative in federal settings.
Previously, Dustin worked with the U.S. House of Representatives Committee on Energy and Commerce as Air and Climate Counsel, where he was responsible for a broad portfolio of policy, legislative, and oversight matters focused on solving the climate crisis, clean energy, and clean air. Dustin was the lead staffer in the House for several provisions of the Inflation Reduction Act, as well as the American Innovation and Manufacturing Act, historic bipartisan legislation to phase down the production and consumption of hydrofluorocarbons consistent with the Kigali Protocol. Prior to that, Dustin served in the U.S. Department of Justice Environment and Natural Resources Division, where he defended challenges to the U.S. Environmental Protection Agency’s Clean Air Act rules.
